Language, Literacy & Numeracy (LLN) Training Programmes Evaluation

NZCER has been contracted to evaluate for the Department of Labour, an in-house, employer-led delivery model of Language, Literacy & Numeracy (LLN) to employees in five workplaces. Specifically we will be looking at the effect of utilising training from within the company for sustainability purposes, as opposed to the model used previously by the TEC where outside providers have been brought in to provide LLN training for employees.

The project will use both qualitative (interviews and observations) and quantitative methods (assessment tests for employees) to determine:

  • What is happening?
  • What is working well?
  • For whom?
  • Under what circumstances?
  • Why is “what is working well” occurring?
  • Do the findings suggest any changes that could improve in-house delivery of LLN?
