Te mana o te tamaiti: Upholding integrity in ECE regulatory reform

Abstract

This article critically examines recent regulatory reforms in New Zealand’s early childhood education (ECE) sector under the 2023 coalition government. It explores the implications of deregulatory policies highlighting concerns around reduced licensing criteria, weakened qualification standards, and diminished emphasis on children’s wellbeing. Drawing on Whānau Manaaki Kindergartens’ submissions and sector-wide responses, the article argues that reforms prioritise market efficiency over educational quality and safety. It advocates for a child-centred, evidence-informed regulatory framework that upholds the mana of te tamaiti (the child) and ensures equitable, high-quality ECE provision across Aotearoa New Zealand.
